The twelve animals are the visible half of the system. Each year also carries one of five elements, and because the two cycles are twelve and ten years long rather than twelve and five, the full combination repeats only every sixty years.
That is why a sixtieth birthday carries the weight it does: it is the first time a person returns to the exact year-sign they were born under.
Why sixty rather than twelve times five?
Because the elements alternate between two forms, giving a ten-year cycle rather than a five-year one. Twelve and ten share a common factor of two, so the combinations repeat after their lowest common multiple, which is sixty rather than a hundred and twenty.
The consequence is that only half the possible animal-and-element pairings ever occur. An animal always appears with the same alternating form, so some combinations exist and others never do.
The full cycle is the traditional unit of a lifetime, and it was used to number years long before it was used for personalities.
Which animal is a year?
The one running from that year’s new year, which does not fall on 1 January.

The new year falls on a new moon between 21 January and 20 February, so its date moves by up to a month. Anyone born in January or early February needs the actual date for their birth year rather than the calendar year.

Where does the order come from?
A story about a race, in which the animals crossed a river to be ranked. The rat rode on the ox and jumped off at the finish to take first place, the cat was pushed in and never made the list, and the order of arrival became the order of years.

It runs on years rather than months, which is the fundamental difference. A western sign changes twelve times a year; the animal changes once, so everyone born in the same year shares one.

What is a zodiac year used for besides personality?
Numbering things. Before era names and Western years were adopted for everyday use, the sixty-year cycle was how years were recorded — so historical dates in the region are often given as a combination rather than as a number.
That has one practical consequence: a date given only as an animal-and-element pair repeats every sixty years, so placing it in history needs an approximate century from somewhere else.
