The step that trips people is that feet and inches is not a decimal system. 5.9 feet is not 5 foot 9 — it is 5 feet and 0.9 of a foot, which is 5 foot 10.8. To read a height properly, take the whole feet and multiply the fraction by twelve. The useful anchors to memorise are 5 foot even at 152.4 cm, 5 foot 6 at 167.6, 5 foot 10 at 177.8 and 6 foot at 182.9.
